White House, Congress talk as 'fiscal cliff' nears

WASHINGTON (AP) ? House Speaker John Boehner met with Treasury Secretary Tim Geithner on Thursday and accused Democrats afterwards of failing to outline specific cuts to avert a fiscal cliff that threatens to send the economy into recession.

"No substantive progress has been made between the White House and the House" in the past two weeks, the Ohio Republicans told reporters after the private meeting in his Capitol office.

"I was hopeful we'd see a specific plan for cutting spending and we sought to find out today what the president really is willing to do," Boehner said.

Top Senate Republican Mitch McConnell of Kentucky also offered a pessimistic take following his separate meeting with Geithner.

"To date, the administration has remained focused on raising taxes and attending campaign-style events, with no specific plans to protect Medicare and Social Security or reduce our national debt in a meaningful way," McConnell said in a statement. "And today, they took a step backward, moving away from consensus and significantly closer to the cliff."

Democrats countered that it's up to Republicans to offer a specific roster of spending cuts.

"Republicans know where we stand," said Senate Majority Leader Harry Reid of Nevada. "We're still waiting for a serious offer from Republicans."

Reid noted that polls show strong public support for newly re-elected President Barack Obama's proposal to extend all expiring tax cuts except for those that apply to incomes over $200,000 for individuals and $250,000 for couples - legislation that Boehner and other Republicans say would harm the economy rather than help it.

The dueling news conferences marked an acceleration in the pace of bargaining, if not in movement toward an agreement on an issue that leaders of both parties say they want to solve.

The speaker has said that Republicans are willing to endorse higher tax revenues as part of any deal to prevent across-the-board tax increases and spending cuts scheduled to take effect at year's end, but only as part of a deal that includes savings from Medicare and other government benefit programs.

Boehner spoke by phone with Obama on Wednesday night, and said his remarks Thursday were the result of that conversation, as well as the session with Geithner.

Geithner had a later session on his schedule with Senate Republican Leader Mitch McConnell of Kentucky as well as Congress' top Democrats.

On Wednesday, the two sides maneuvered for political position.

"We have not seen any good-faith effort on the part of this administration to talk about the real problem that we're trying to fix," said House Majority Leader Eric Cantor, R-Va.

Obama is mounting a public campaign to build support and leverage in the negotiations, appearing at the White House with middle-class taxpayers and launching a campaign on Twitter to bolster his position.

"Right now, as we speak, Congress can pass a law that would prevent a tax hike on the first $250,000 of everybody's income," Obama said. "And that means that 98 percent of Americans and 97 percent of small businesses wouldn't see their income taxes go up by a single dime."

Obama is insisting that tax rates go up on family income exceeding $250,000; Boehner is adamant that any new tax revenues come from overhauling the tax code, clearing out tax breaks and lowering rates for all.

Republicans are also demanding significant cuts to so-called entitlement programs like Medicare, such as an increase in the eligibility age for the program from 65 to perhaps 67.

At issue are steep, across-the-board cuts to the Pentagon and domestic programs set to strike the economy in January as well as the expiration of Bush-era tax cuts on income, investments, married couples and families with children. That combination of tax increases and spending cuts would wring more than half a trillion dollars from the economy in the first nine months of next year, according to the Congressional Budget Office.

No one anticipates a stalemate lasting that long, but many experts worry that even allowing the spending cuts and tax increases for a relatively brief period could rattle financial markets.

From their public statements, Obama and Boehner appear at an impasse over raising the two top tax rates from 33 percent and 35 percent to 36 percent and 39.6 percent. Democrats seem confident that Boehner ultimately will have to crumble, but Obama has a lot at stake as well, including a clear agenda for priorities like an overhaul of the nation's immigration laws.

Obama is also meeting privately Thursday with his defeated Republican rival Mitt Romney. The president has cast his victory over Romney as a sign that Americans back his tax proposals, which were a centerpiece of his re-election campaign.

While in Washington, Romney also met with his former running mate, Ryan. The Wisconsin congressman is chairman of the House Budget Committee and involved in the fiscal cliff discussions.

In a statement, Ryan said he is "grateful to Governor Romney for the honor of joining his ticket this fall, and I cherish our friendship. I'm proud of the principles and ideas we advanced during the campaign and the commitment we share to expanding opportunity and promoting economic security for American families."

Google launches VetNet, uses Google to link veterans with civilian jobs video

As eager as Google has been to help veterans find work in the civilian world, most of its work has been parallel to what's already going on. It's hoping to use its social networking skills from Google+ as the linchpin for a larger effort. Enter VetNet: the portal aggregates job-finding resources from Hire Heroes USA, Hiring Our Heroes and the Institute for Veterans and Military Families, using Google+ pages for program tracks that cover job hunting basics, career networking and entrepreneurial courses. Former soldiers will logically need to sign in, but they'll get access to video discussions through Hangouts, a Google Calendar for events and, naturally, a place to connect with fellow vets. The VetNet hub is already live; if transitioning to work outside the armed forces feels like too much of a solitary pursuit so far, the service could be a prime opportunity.

WASHINGTON (AP) ? The White House and a key congressional Democrat hinted at fresh concessions on taxes and cuts to Medicare and other government benefit programs Wednesday as bargaining with Republicans lurched ahead to avoid the year-end "fiscal cliff" that threatens to send the economy into a tailspin.

Increasing numbers of rank-and-file Republicans also said they were ready to give ground, a boost for House Speaker John Boehner and other party leaders who say they will agree to higher tax revenues as part of a deal if it also curbs benefit programs as a way to rein in federal deficits.

"I'll go anywhere and I'll do whatever it takes to get this done," President Barack Obama said as he sought to build pressure on Republicans to accept his terms ? a swift renewal of expiring tax cuts for all but the highest income earners. "It's too important for Washington to screw this up," he declared.

For all the talk, there was no sign of tangible progress on an issue that marks a first test for divided government since elections that assured Obama a second term in the White House while renewing Republican control in the House.

"It's time for the president and Democrats to get serious about the spending problem that our country has," Boehner said at a news conference in the Capitol. He, like Obama, expressed optimism that a deal could be reached.

At the same time, he publicly disagreed with one GOP lawmaker, Rep. Tom Cole of Oklahoma, who said he was ready to go along with Obama's plan to renew most but not all of the expiring income tax cuts. "It'll hurt the economy" to raise rates for anyone, said Boehner.

Separately, at a closed-door meeting with the rank and file, the speaker told fellow Republicans they are on solid political ground in refusing to let tax rates rise. He circulated polling data showing the public favors closing loopholes to raise revenue far more than it supports raising rates on incomes over $250,000.

There were no face-to-face talks between the administration and lawmakers during the day, although the White House is dispatching Treasury Secretary Tim Geithner and top legislative aide Rob Nabors to a series of sessions with congressional leaders on Thursday.

On Wednesday, a group of corporate CEOs pushing for a deal met separately with top Democratic and Republican leaders in the House, joined by Erskine Bowles, who was co-chairman of a deficit commission Obama appointed earlier in his term.

Speaking to reporters before a session with business leaders, House Democratic leader Nancy Pelosi of California said the bargaining ought to begin where deficit talks between Obama and Boehner broke down 18 months ago "and go from there to reach an agreement."

She didn't say so, but at the time, the two men were exchanging offers that called for at least $250 billion in cuts from Medicare over a decade, and another $100 billion from Medicaid and other federal health programs. Among the changes under discussion ? with Obama's approval ? was a gradual increase in the eligibility age for Medicare from 65 to 67, as well as higher fees for beneficiaries.

Also on the table at the time was a plan to curtail future cost-of-living increases for Social Security and other benefit programs.

Those negotiations faltered in a hail of recriminations after the president upped his demand for additional tax revenue and conservatives balked. At the same time liberals were objecting to savings from Medicare and Social Security.

Now, more than a year and one election later, Obama has said repeatedly he is open to alternatives to his current proposal to raise additional tax revenue. But he also says he will refuse to sign legislation that extends the current top rates on incomes over $200,000 for individuals and $250,000 for couples.

Instead, he is pushing Congress to renew expiring tax cuts for all income below those levels as an interim measure ? an offer Boehner and Republicans generally say is unacceptable because it would mean higher taxes on small business owners.

Bowles said during the day that Obama might be willing to back off his demand that the top rate revert all the way from 35 percent to 39.6 percent, where it was a decade ago before tax cuts sought by then-President George W. Bush took effect.

At the White House, spokesman Jay Carney sidestepped questions. "If I told you how much flexibility the president had, it would eliminate his flexibility," he said.

He noted that Obama has said he will listen to alternatives, but the spokesman said, "The most basic, simplest, most efficient way to achieve that revenue target is by returning the rates for top earners back to those that were in place in the Clinton era," when the top rate on personal income was the 39.6 percent.

The goal of the talks is to produce a long-term deficit-cutting deal that will allow the cancellation of tax increases and spending cuts scheduled for the end of the year that numerous economists say threaten a new recession.

While the obstacles are numerous, there are other political imperatives pushing the two sides toward an agreement.

Unemployment benefits expire for some of the long-term jobless at the end of the year. Additionally the government is expected to need an increase in borrowing authority early next year or face the possibility of a default. Any agreement on that is expected to raise the current $16.4 trillion level.

Two winners in record Powerball jackpot

Winning tickets for the record Powerball jackpot worth more than $587 million were purchased in Arizona and Missouri.

Missouri Lottery official Susan Goedde confirmed to ABC News this morning that one of the winning tickets was purchased in the state, but they would not announce which town until later this morning.

Arizona lottery officials said they had no information on that state's winner or winners but would announce where it was sold during a news conference later in the day.

The winning numbers for the jackpot were 5, 23, 16, 22 and 29. The Powerball was 6.

The jackpot swelled to $587.5 million, according to Lottery official Sue Dooley. The two winners will split the jackpot each getting $293.75 million. The cash payout is $192.5 million each.

An additional 8,924,123 players won smaller prizes, according to Powerball's website.

"There were 58 winners of $1 million and there were eight winners of $2 million. So a total of $74 million," said Chuck Strutt, Director of the Multi-State Lottery Association.

This is the 27th win for Missouri, ranking it second in the nation for lottery winners after Indiana, which has 38 wins. Arizona has had 10 Powerball jackpot wins in its history.

Players bought tickets at the rate of 131,000 every minute up until an hour before the deadline of 11 p.m. ET, according to lottery officials.

The jackpot had already rolled over 16 consecutive times without a winner. That fact, plus the doubling in price of a Powerball ticket, accounted for the unprecedented richness of the pot.

"Back in January, we moved Powerball from being a $1 game to $2," said Mary Neubauer, a spokeswoman at the game's headquarters in Iowa. "We thought at the time that this would mean bigger and faster-growing jackpots."

That proved true. The total, she said, began taking "huge jumps -- another $100 million since Saturday." It then jumped another $50 million.

The biggest Powerball pot on record until now -- $365 million -- was won in 2006 by eight Lincoln, Neb., co-workers. As the latest pot swelled, lottery officials said they began getting phone calls from all around the world.

"When it gets this big," said Neubauer, "we get inquiries from Canada and Europe from people wanting to know if they can buy a ticket. They ask if they can FedEx us the money."

The answer she has to give them, she said, is: "Sorry, no. You have to buy a ticket in a member state from a licensed retail location."

About 80 percent of players don't choose their own Powerball number, opting instead for a computer-generated one. Asked if there's anything a player can do to improve his or her odds of winning, Neubauer said there isn't -- apart from buying a ticket, of course.

Lottery officials put the odds of winning this Powerball pot at one in 175 million, meaning you'd have been 25 times more likely to win an Academy Award.

Skip Garibaldi, a professor of mathematics at Emory University in Atlanta, provided additional perspective: You are three times more likely to die from a falling coconut, he said; seven times more likely to die from fireworks, "and way more likely to die from flesh-eating bacteria" (115 fatalities a year) than you are to win the Powerball lottery.

Segueing, then, from death to life, Garibaldi noted that even the best physicians, equipped with the most up-to-date equipment, can't predict the timing of a child's birth with much accuracy.

"But let's suppose," he said, "that your doctor managed to predict the day, the hour, the minute and the second your baby would be born."

The doctor's uncanny prediction would be "at least 100 times" more likely than your winning.

Even though he knows the odds all too well, Garibaldi said he usually plays the lottery.

When it gets this big, I'll buy a couple of tickets," he said. "It's kind of exciting. You get this feeling of anticipation. You get to think about the fantasy."

So, did he buy two tickets this time?

"I couldn't," he told ABC News. "I'm in California" -- one of eight states that doesn't offer Powerball.

In case you were wondering, this Saturday's Powerball jackpot is starting at $40 million.

A Dragon Age III Next-Gen Mystery, A Star Wars Theory And Some Gaming SecretsEditor's Note: The mysterious person known as Superannuation shows up every two weeks like a new paycheck, if you had a job that paid you in gaming rumors and secrets, all sourced to publicly available information.

What was hiding in plain sight this time? Plenty, though in this edition, Superannuation is seeing if the available evidence adds up to, of all things, a next-gen Dragon Age and a multiplayer Star Wars game. You be the judge. The evidence follows:

An EA Shanghai level designer who worked on a vertical slice of Dragon Age III earlier in the year states on his LinkedIn page that the "Scope of the DAIII has been chaged [sic], which will target next gen platform [sic] and will be postpone [sic] to 2014." The claim of the delay is probably a misinterpretation of the rumors of the RPG sequel's delays from fiscal 2013 (before March 31, 2013) to fiscal 2014 (after that date), which was pegged to EA wanting to avoid the rushed development criticisms that dogged Dragon Age II. However, those "development cycle" posits are seemingly not entirely accurate, as the designer says that EA wanted to refocus Dragon Age III from a current-generation title to a marquee next-generation RPG.

Dragon Age III coming to next-generation platforms should not be a surprise to anyone, as EA tellingly excluded any specifics on platforms in the game's September announcement?a way of saying that the intended platforms have not yet been announced.

Last week, Splash Damage, developer of multiplayer-oriented shooters Brink and Enemy Territory: Quake Wars, threw up a teaser on its website for what seems to be a project announcement on Thursday, November 29th at 11:29 (GMT?).

Earlier this year, the London-based studio said it was completely moving to free-to-play multiplayer games development and establishing two sister companies?Warchest and Fireteam?to allow the firm to publish and provide online infrastructure for its own games, respectively. The first title from the newly vertically-integrated Splash Damage is a turn-based iOS strategy game Rad Soldiers, which was supposed to be out in June but still is in open beta.

In addition to RAD Soldiers, Splash Damage is developing two other projects?a PC exclusive due out by year end and a console game slated to be released sometime next year, both of which are free-to-play. CEO Paul Wedgwood said Splash Damage's staff is divided with half working on self-funded, self-published endeavors and the other half focused on "a blockbuster [free-to-play] game for a external publisher."

In July, Splash Damage posted a job listing in relation to a "new soon to be disclosed first person shooter" that is "an exciting new IP." Chronologically speaking, this appears to suggest that the PC title apparently due out by year's end is a new IP FPS. Wedgwood spoke rather fondly about the idea of being able to experience different facets of an IP on various platforms, so perhaps this is an FPS complement to the RAD Soldiers universe? Various platforms, so perhaps this is an FPS complement to the RAD Soldiers universe? (Also, the announcement is likely either this game or a release date for RAD Soldiers.)

Additionally, a sound designer who left Splash Damage last month mentions in his CV work on "Unannounced AAA Franchise Console title" alongside RAD Soldiers and an "Unannounced AAA PC Title," indicating the aforementioned contract title is their free-to-play console game. The bit about a franchise title is perhaps a bit curious considering that a report circulated late last year suggesting the studio just signed a contract with Disney to develop a multiplayer Avengers game utilizing the tech they built for Brink; however, Wedgwood quickly put a kibbosh on such speculation, denying that the company was working with Disney or "building a pop culture IP."

This franchise could very well be a gaming IP, but free-to-play titles for the Western market are often the sort of thing that publishers prefer to handle internally. If you don't take the Wedgwood "pop culture IP" denial at face value, arbitrarily guessing things, the very multiplayer shooty-sounding mysterious XBLA (and presumably PSN as well) title Star Wars First Assault appears to be a good fit for Splash Damage, given the studio's track record of multiplayer shooters. Also, LucasArts already tried to create the multiplayer-oriented Star Wars once before with Slant Six's Star Wars Battlefront Online, which was put on hold because the publisher couldn't find a place for the game in its slate. And should this theory prove to be true, it would mean that Splash Damage would, ironically enough, now be working with (what is now a subsidiary of a subsidiary of) Disney.

Back in May, Phosphor Games Studio posted a job opening for an Unreal Engine 4 programmer that went surprisingly unnoticed. According to the listing, Phosphor is working with Epic's programmers "to develop new features for UE4," and also previously assisted with engineering new features in UE3.

The Chicago-based studio, which has developed Unreal-powered mobile titles like the horror shooter Dark Meadow and Zynga-published adventure Horn as well as some for-hire work, is the second external company to disclose its involvement in helping Epic create Unreal Engine 4. Newcastle's Pitbull Studio, a for-hire firm founded by folks from the now-defunct Midway Newcastle, revealed earlier this year that it was working on UE4 as well as a UE4-based game.

Finally, Jim Charne?a Los Angeles-based games industry attorney whose clients include the likes of Bungie, Ready At Dawn, NaturalMotion, and an assortment of independent developers?filed a trademark registration last month for "CSR Heist." One of those aforementioned clients, NaturalMotion, released the freemium iOS racer CSR Racing this past summer, and this registration likely hints that the developer is prepping some sort of cops-and-robbers-themed followup.

Fire suppression systems urged in all cargo planes

WASHINGTON (AP) ? The government should require fire suppression systems in all cargo containers or compartments of planes to prevent the kind of ferocious in-flight blazes that have killed four cargo pilots over the past six years, federal accident investigators said Wednesday.

The National Transportation Safety Board didn't specify what kind of technology the Federal Aviation Administration should require airlines to install. But the board's letter to the FAA came a day after United Parcel Service said it has developed systems that can prevent or contain even fires in shipments of lithium batteries, which burn at very high temperatures.

Lithium batteries are suspected to have caused or contributed to the severity of the fire in the crashes of a UPS jumbo freight airplane in Dubai in 2010 and an Asiana Cargo plane off the coast of South Korea in 2011. In 2006, two UPS pilots were able to escape a plane shortly after landing in Philadelphia before it was consumed by flames. That plane also contained lithium batteries.

Current fire protection regulations for cargo planes are inadequate, according to the board's letter.

"These fires quickly grew out of control, leaving the crew with little time to get the aircraft on the ground," NTSB Chairman Deborah Hersman said in a statement. "Detection, suppression and containment systems can give crews more time and more options; the current approach is not safe enough."

FAA rules say airplane fire warning systems must be able to detect fire in a cargo container within a minute of its ignition. But the NTSB said its tests of two types of cargo containers showed a time lapse between ignition and detection ranging from 2 1/2 minutes to more than 18 minutes.

In the tests, the fires "grew very large, capable of causing significant damage to an aircraft" before they were detected, the letter said.

Current FAA regulations require halon gas fire suppression systems in below-deck cargo holds, but not in the main cargo compartment above deck. The main strategy for fighting fires above deck is to deprive them of oxygen by taking the plane to an altitude where depressurization is achieved.

In the case of the UPS plane that crashed in Dubai, however, there was a lapse of 2 1/2 minutes between detection of the fire and depressurization, which was enough time for the fire to damage the plane and affect the pilots' ability to control the aircraft, the NTSB said.

Also, halon systems don't work on fires involving lithium metal batteries, which are found in a watches, calculators and a wide range of consumer goods.

Unlike other kinds of batteries, lithium metal batteries can spontaneously ignite if exposed to air. Also, the positive and negative poles in some lithium batteries are close together, leading more easily to short circuiting, which can cause a fire.

Rechargeable lithium-ion batteries, which power devices such as laptop computers, cellphones and MP3 players, are a fire concern, too. Fires involving lithium-ion batteries can reach 1,100 degrees, close to the melting point of aluminum, a key material in airplane construction. Lithium-metal battery fires are far hotter, capable of reaching 4,000 degrees.

FAA officials didn't immediately reply to a request for comment. A report two years ago by the agency concluded that the cost of installing fire suppression systems in main-deck cargo compartments was too expensive to justify requiring airlines to add them.

UPS said tests last month of a new type of cargo container it has developed showed the container can suppress and contain lithium-ion battery fires for as long as four hours , which is enough time in most instances for pilots to safely land the plane. Should actress Ashley Judd decide to take on Senate Minority Leader Mitch McConnell in 2014, she may not have her own grandmother in her corner.

Polly Judd, a former member of the Ashland city commission and a political activist, told the Associated Press: ?I think Mitch has done more for Ashland than anybody else who has been in there.?

?That means a lot,? she went on. ?He?s been here personally, and we don?t always get that from politicians who represent us.?

Ashley Judd is being touted as a Democrat with the high profile, name recognition, and fundraising potential to take on the Senate?s highest ranking Republican. In August 2009, the Montana Mountain Bike Alliance hosted its second annual backcountry festival in the tiny town of Lima, population 250. Roughly 150 cyclists from across the region showed up to trek along singletrack in the Lima Peaks by day and party by night. The MMBA brought in a band. Bikers sponsored a spaghetti dinner, even rented local buses for shuttles. All told, the event raised nearly $1,000 for Lima?s assisted living center. Locals thanked the MMBA for the biggest economic boost in Lima in a decade.

Bob Allen, MMBA?s co-president, told the story to members of the Blackfoot Challenge during a recent meeting at the Lubrecht forestry center. It?s a prime example, he said, of the kind of contribution mountain bikers bring to small communities in Montana. It?s also a prime example of why the MMBA wants to see a portion of the Scapegoat wilderness addition boundary contained in Sen. Jon Tester?s Forest Jobs and Recreation Act altered. Mountain bikers have lost access to hundreds of miles of trails across Montana and Idaho in recent years, partly due to a new Forest Service philosophy banning bicycles in certain areas that could theoretically be designated wilderness. Allen is drawing the line in the Scapegoat.

Arizona Sen. John McCain now says he'd be willing to meet with Rice, the current U.N. ambassador, and consider her much-scrutinized explanation about how the Sept. 11 attack on the U.S. Consulate in Benghazi, Libya, unfolded.

McCain has said GOP senators would do "whatever is necessary" to block Rice if President Barack Obama were to nominate her to replace Hillary Rodham Clinton at the State Department.

On Sunday, McCain was asked on "Fox News Sunday" if Rice could change his mind. McCain said "sure" and that he'd like to meet with her.

McCain and other Republicans have accused the White House of distorting the deadly Benghazi attack for political gain.

A checklist to see whether debt reduction is real

WASHINGTON (AP) ? President Barack Obama and leaders of the lame-duck Congress may be just weeks away from shaking hands on a deal to avert the dreaded "fiscal cliff." So it's natural to wonder: If they announce a bipartisan package promising to curb mushrooming federal deficits, will it be real?

Both sides have struck cooperative tones since Obama's re-election. Even so, he and House Speaker John Boehner, R-Ohio, the GOP's pivotal bargainer, have spent most of the past two years in an acrid political climate in which both sides have fought stubbornly to protect their constituencies.

Obama and top lawmakers could produce an agreement that takes a serious bite out of the government's growing $16 trillion pile of debt and puts it on a true downward trajectory.

Or they might reach an accord heading off massive tax increases and spending cuts that begin to bite in January ? that's the fiscal cliff ? while appearing to be getting tough on deficits through painful savings deferred until years from now, when their successors might revoke or dilute them.

Historically, Congress and presidents have proven themselves capable of either. So before bargainers concoct a product, and assuming they can, here's a checklist of how to assess their work:

OVERALL DEFICIT CUTS

The House and Senate have four weeks until Christmas. Their leaders and the president want a deal before then. Bargainers are shooting for a framework setting future debt-reduction targets, with detailed tax and spending changes to be approved next year but possibly some initial savings enacted immediately.

Obama has suggested 10-year savings totaling around $4.4 trillion.

Passing a framework next month that sets deficit-cutting targets for each of the next 10 years would be seen as a sign of seriousness. But look for specifics. An agreement will have a greater chance of actually reducing deficits if it details how the savings would be divided between revenue increases and cuts in federal programs, averting future fights among lawmakers over that question.

Better yet would be including a fast-track process for passing next year's tax and spending bills if they meet the savings targets so they can whisk through Congress without the possibility of a Senate filibuster, in which 41 of the 100 senators could kill a measure they dislike.

Another sign of sincerity: An enforcement mechanism that imposes savings automatically if lawmakers gridlock over details. Legislators' efforts now to avert January's combination of automatic tax boosts and spending cuts underscores the effectiveness of forcing them to act.

Less impressive would be verbal pledges by the White House and congressional leaders to meet deficit-cutting goals without passing legislation inscribing the figures into law.

TAXES

A deal that specifies where revenue would come from would lay important groundwork for next year's follow-up bill enacting actual changes in tax laws.

The biggest clash has been over whether to raise income tax rates on earnings over $200,000 annually for individuals, $250,000 for families. Obama wants to let them rise next year to a top rate of 39.6 percent but has suggested he would compromise. Boehner and other Republicans oppose any increase above today's top marginal rate of 35 percent. Instead, they advocate lower rates and eliminating or reducing unspecified deductions and tax credits. Settling that would resolve the toughest impediment to a deal.

Raising money from higher rates, closing loopholes or a combination of the two would create real revenue for the government. The problem is many tax deductions and credits , such as for home mortgages and the value of employer-provided health insurance, are so popular that enacting them into law over objections from the public and lobbyists would be extremely difficult.

With the price tags of tax and spending laws typically measured over a decade, delaying the implementation date can distort the projected impact of a change on people and the government's debt.

Tax cuts written to expire in a certain year can put future lawmakers under political pressure to extend it. That is what Obama and Congress face today with the January expiration of tax cuts, including many enacted a decade ago under President George W. Bush.

Even more questionable are assumptions that overhauling tax laws will boost economic activity and thus produce large new revenues for the government. Many Republicans and ideologically conservative economists contend that's the case, but most economists say there is no sound way to estimate how much revenue can be generated from strengthening the economy by revamping the tax system. Many believe the amount is modest.

SPENDING

A serious agreement should specify how much savings would come from entitlements, meaning those big, costly benefit programs such as Social Security and Medicare. It also should say how much would come from discretionary spending, which covers federal agency budgets for everything from the military and national parks to food safety inspections and weather forecasts.

Why the need for specificity?

Because spending for entitlements occurs automatically, accounts for nearly two-thirds of federal spending and is the fastest growing part of the budget. Discretionary spending has been shackled by past budget deals and, according to the nonpartisan Congressional Budget Office, is moving toward falling below 6 percent the size of the economy by 2022, the lowest level in at least 50 years.

A sincere effort to control expenditures would focus on entitlements, the true source of the government's spending problem. An agreement that envisions deep discretionary cuts risks a reliance on savings that future lawmakers could find unbearable and rescind.

Savings that come from weeding out waste, fraud and abuse, which sounds good but are difficult to find, or rely on one-time sales of federal assets should be treated with suspicion.

Deep cuts that take effect in the future, say after Obama leaves office in 2017, might be better than imposing them now and hurting an already weak economy by reducing spending.

But delayed cuts also open the door for Obama's successors and future Congresses to roll them back. In 1997, Congress voted for cuts in Medicare reimbursements to doctors; those cuts have grown so large that lawmakers now vote annually to restore the money.

Postponing the implementation of spending increases already scheduled to take effect, such as federal health insurance subsidies under Obama's health care overhaul, saves money upfront but makes no permanent changes that would ease future spending pressures.

Another debatable source of deficit reduction would be the hundreds of billions of dollars the Obama administration says the government is saving by winding down wars in Iraq and Afghanistan. While there is no question those expenditures are dropping, the government has run huge deficits while those wars were waged, so there's no money being left unspent as those wars end.

Clashes in Egypt as Morsi defends new powers

CAIRO (AP) ? Thousands of opponents of Egypt's Islamist president clashed with his supporters in cities across the country Friday, burning several offices of the Muslim Brotherhood, in the most violent and widespread protests since Mohammed Morsi came to power, sparked by his move to grant himself sweeping powers.

The violence reflected the increasingly dangerous polarization in Egypt over what course it will take nearly two years after the fall of autocrat Hosni Mubarak.

Critics of Morsi accused him of seizing dictatorial powers with his decrees a day earlier that make him immune to judicial oversight and give him authority to take any steps against "threats to the revolution". On Friday, the president spoke before a crowd of his supporters massed in front of his palace and said his edits were necessary to stop a "minority" that was trying to block the goals of the revolution.

"There are weevils eating away at the nation of Egypt," he said, pointing to old regime loyalists he accused of using money to fuel instability and to members of the judiciary who work under the "umbrella" of the courts to "harm the country."

Clashes between his opponents and members of Morsi's Muslim Brotherhood erupted in several cities. In the Mediterranean city of Alexandria, anti-Morsi crowds attacked Brotherhood backers coming out of a mosque, raining stones and firecrackers on them. The Brothers held up prayer rugs to protect themselves and the two sides pelted each other with stones and chunks of marble, leaving at least 15 injured. The protesters then stormed a nearby Brotherhood office.

In the capital Cairo, security forces pumped volleys of tear gas at thousands of pro-democracy protesters clashing with riot police on streets several blocks from Tahrir Square.

Tens of thousands of activists massed in Tahrir itself, angered at the decisions by Morsi. Many of them represent Egypt's upper-class, liberal elite, which have largely stayed out of protests in past months but were prominent in the streets during the anti-Muabrak uprising that began Jan. 25, 2011.

Protesters chanted, "Leave, leave" and "Morsi is Mubarak ... Revolution everywhere."

"We are in a state of revolution. He is crazy of he thinks he can go back to one-man rule," one protester at Tahrir, Sara Khalil, said of Morsi. "This decision shows how insecure and weak he is because he knows there is no consensus."

"If the Brotherhood's slogan is 'Islam is the solution' ours is 'submission is not the solution'," said Khalil, a mass communications professor at the American University in Cairo. "And this is Islamic because God does not call for submission to another man's will."

Frustration had been growing for months with Morsi, Egypt's first freely elected president who came to office in June. Critics say the Muslim Brotherhood, from which he hails, has been moving to monopolize power and that he has done little to tackle mounting economic problems and continuing insecurity, much less carry out deeper reforms.

Morsi's supporters, in turn, say he has faced constant push-back from Mubarak loyalists and from the courts, where loyalists have a strong presence. The courts have been considering a string of lawsuits demanding the dissolution of the Islamist-dominated assembly writing the next constitution. The courts already dissolved a previous version of the assembly and the Brotherhood-led lower house of parliament.

On Thursday, Morsi unilaterally issued amendments to the interim constitution that made all his decisions immune to judicial review or court orders. He gave similar protection to the constitutional panel and the upper house of parliament, which is dominated by the Brotherhood and also faced possible disbanding by the courts.

Morsi, who holds legislative as well as executive powers, also declared his power to take any steps necessary to prevent "threats to the revolution," public safety or the workings of state institutions. Rights activists warned that the vague ? and unexplained ? wording could give him even greater power than those Mubarak held under emergency laws throughout his rule.

The decree would be in effect until a new constitution is approved and parliamentary elections are held, not expected until the Spring.

The state media described Morsi's decree as a "corrective revolution," and the official radio station aired phone calls from listeners praising the president's decree. The president's supporters cast the decrees as the next logical step to consolidate the gains of the 2011 uprising that overthrew Mubarak, and the only way to break through the political deadlock preventing the adoption of a new constitution.

But many veteran activists who organized that uprising say Morsi's decree puts him in the same category as Mubarak, who argued his autocratic powers were necessary only to shepherd Egypt to a new democratic future.

Mohamed ElBaradei, former head of the U.N.'s nuclear agency, called Morsi a "new pharaoh." The president's one-time ally, the April 6 movement, warned that the polarization could bring a "civil war."

One of Morsi's aides, Coptic Christian thinker Samer Marqous, resigned to protest the "undemocratic" decree.

"This is a crime against Egypt and a declaration of the end of January revolution to serve the interest of the Muslim Brotherhood dictatorship," wrote Ibrahim Eissa, chief editor of daily Al-Tahrir. "The revolution is over and the new dictator has killed her. His next step is to throw Egypt in prison."

In front of the presidential palace, Muslim Brotherhood supporters and other Islamists changed "the people support the president's decree" and pumped their fists in the air.

"God will humiliate those who are attacking our president, Mohammed Morsi," said ultraconservative cleric Mohammed Abdel-Maksoud. "Whoever insults the sultan, God humiliates him," he added.

Outside the capital, the rival groups clashed.

State TV reported that protesters burned offices of the Brotherhood's political arm in the Suez Canal cities of Suez, Ismalia and Port Said, east of Cairo.

In the southern city of Assiut, ultraconservative Islamists of the Salafi tend and former Jihadists outnumbered liberal and leftists, such as the April 6 youth groups. The two sides exchanged insults and briefly scuffled with firsts and stones.

With his decrees, Morsi was playing to widespread discontent with the judiciary. Many ? even Brotherhood opponents ? are troubled by the presence of so many Mubarak era-judges and prosecutors, who they say have failed to strongly enough prosecute the old regime's top officials and security forces for crimes including the killing of protesters.

In his decrees, Morsi fired the controversial prosecutor general and created "revolutionary" judicial bodies to put Mubarak and some of his top aides on trial a second time for protester killings. Mubarak was sentenced to life in prison for failing to stop police from shooting at protesters, but many were angry he was not found guilty of actually ordering the crackdown during the uprising against his rule.

In his speech Friday. Morsi told supporters that his decisions were meant to stop those "taking shelter under judiciary."

He said the courts had been about to disband the upper house of parliament.

"This is minority but they represent a threat to the revolution goals," he said. "It is my duty if I see this, to go forward along the path of the revolution and prevent any blockage."

Small Business Saturday Reminds Us of Another Reason to Reform ...

With Small Business Saturday just around the corner, the Sacramento Bee recently raised another reason to reform Wildlife Services?: its devastating effects on small businesses.

Indeed, as described in an article the Bee published on Sunday, the U.S. Department of Agriculture?s Wildlife Services Program is siphoning away clients from private wildlife damage management companies ? some of which are small businesses ? due to the fact that its services are subsidized by taxpayer money and, thus, cheaper.

Here?s how it works. Sometimes, an individual (me, you, anyone) or a company (e.g., golf course, airline, cemetery, etc.) needs assistance controlling wildlife ? whether it?s geese on a golf course, crows in your back yard, prairie dogs in a cemetery, pigeons on your roof or any other number of things.

That individual or company has two choices:

  1. It can call a private company to deal with it OR
  2. It can call Wildlife Services, which will do it for a cheaper price since it?s subsidized by federal tax dollars and isn?t responsible for any profit margin.

Obviously, most clients are going to go with the less expensive option ? Wildlife Services.

So where does this leave the small, local, privately-owned wildlife control businesses? The ones whose owners are our neighbors and our friends? ?Sadly, they can?t compete. According to the Bee, Wildlife Services does business with more than 2,400 Fortune 500 companies, including American Airlines, BP, and Coca-Cola, who, collectively, paid $72 million in fees in 2011 alone. If it weren?t for Wildlife Services, this money would be going to small businesses. As one private executive in the Bee article states, ?They?re taking the cream of the crop, the biggest and best customers. We don?t have a chance.?

Taxpayers simply shouldn?t have to subsidize the killing of wildlife.? If we?re going to use tax dollars for anything, it should be nonlethal methods to deal with wildlife that are more humane and have less detrimental impacts on our ecosystems.

There are many ways in which Wildlife Services must be reformed. But repealing federal subsidies for lethal predator control is definitely at the top of the list.
