Clive Lloyd urges West Indies to excel in ODIs ? Cricket News Update

West Indies great Clive Lloyd, on Saturday urged Darren Sammy and men to rub off their impressive T20 form on the longer formats of game too.

The Darren Sammy led Caribbean contingent last Sunday lifted the ICC World T20 trophy in Sri Lanka, after thrashing the hosts by 36 runs in the tournament final, and former West Indies skipper Clive Lloyd said they should now aim for the next level by targeting the top ODI ranking.

"The win suggests that we can be a good ODI outfit. This is the start, the impetus that we needed to excel in the longer version," he told?Daily News and Analysis.

The Jamaican duo of Chris Gayle and Marlon Samuels were the major contributors with the bat, while Kieron Pollard and Dwayne Bravo complemented the explosive top order well in the middle, during West Indies triumph in Sri Lanka.

Prior to the tournament, it was being anticipated that bowling could be West Indies? weak link, but spinners Sunil Narine and Samuel Badree did wonders with the ball, while Ravi Rampaul beautifully dismantled the opposition top-orders in almost every game.

Lloyd, the 68-year-old former Windies skipper who led them to World Cup wins in 1975 and 1979, said that the current Caribbean contingent is close to being a quite balanced squad.

"Out of the 15 big hitters in the world, six belong to our team. They?re all phenomenal strikers. Apart from Chris Gayle, we have [Marlon] Samuels who's growing in confidence in both Tests and ODIs," said the veteran left-handed batsman, who played 110 Tests and 87 One day Internationals for West Indies between 1966 and 1985.

?We have a couple of good spinners and decent fast bowlers, basically an attack that can dislodge any opponent," he added further.

Lloyd also had a word of praise for the incumbent skipper Darren Sammy, who has ably gelled the side together.

"They are gelling together.?Nothing seems to faze them. And they're showing purpose. You have got to give credit to the captain," insisted Lloyd, who led the Windies in 74 Tests winning 36 and losing only 12.

The fight for the Internet: "Will it liberate or enslave humanity ...


Misha Glenny, author, journalist and security expert, believes the Internet is currently playing host to two battles of incredible significance. On one hand, there is the struggle of everyday citizens against the stifling online power and influence of large corporations and nation states. On the other, there is the escalating conflict taking place between the nation states themselves, who not only use the cyber sphere to launch devastating attacks on each other?s technical infrastructure, but continue to wrestle for control over the very rule of our Internet.

?The outcome of these two struggles,? Glenny said in his keynote at the RSA security conference this week, ?will determine to what degree the Internet will liberate humanity, and to what degree it will enslave it.?

Glenny believes the staggering rise in cyber crime has dictated and intensified the battle for the Internet, prompting governments to crack down on both citizens and foreign foes. Just two years ago, the UK was dealing with around four targeted attacks a year on its major businesses and institutions; it is now contending with 500 attacks every day, Glenny says.

With nation states thrashing around to preserve their interests and citizens crying foul, we are amidst what Glenny calls a ?digital cacophony?, and the decibels are set to rise in December when the International Telecommunications Union (ITU) meets in Dubai for a conference of crucial importance, as regulations around the Internet are due to be negotiated.

But with agreements unlikely to be reached in the tense political atmosphere, certain governments may further withdraw from international accord and develop entirely separate online systems that could suffocate sharing and freedom. ?The breakdown of the web into enormous intranets is now a real danger,? says Glenny (below), who calls for ?mechanisms for managing the Internet to prevent it from becoming a dangerous free-for-all in which nobody?s security will be guaranteed.?

So how did we get to this point? Glenny described how a boom in cyber crime at the turn of the century set the ball rolling. Underground websites offered a haven for fraudsters to freely share credit card numbers, stolen personal data, fake identification and more, as government agencies struggled to keep pace with a new breed of criminality. The ?champagne era? for this kind of online fraud may have been brought to a close in the latter half of the decade, but Glenny said the early crime platforms ?had served their strategic purpose well. They had enabled cyber criminals from all over the world to establish networks and requisite levels of trust amongst one another, and although some criminals fell into the hands of the police, many of them now had a wealth of experience which enabled them to up their game.?

And the offenders have most certainly upped their game. To such a degree in fact, that they now have contacts inside many law enforcement agencies, according to Glenny. This has set the tone for the execution of increasingly audacious hacks from the likes of Anonymous, which even managed to intercept a conference call between members of the FBI and Scotland Yard earlier this year.

The author went on to explain how leaked documents from Britain?s Serious Organised Crime Agency (SOCA) four months ago revealed how private investigators working for organised criminal syndicates employed hackers to successfully breach the network systems of the UK police forces. The reality that records and intelligence from our own law enforcers can now be stolen or deleted by cyber criminals is serious in the extreme, and the nature of this attack shows how cyber crime transcends merely teenage coders creating mischief.

Glenny repeatedly highlighted the surge in activity among ?traditional organised crime units [who] appreciate the value of having cyber capacity.? These groups have been sucked into the cyber warzone significantly since the beginning of the recession, he says, because criminal syndicates typically turn to fraud during economic downturns when other ?business? slides; and these groups have noticed how the Internet has ?transformed the world of fraud? to reap great rewards for their activity.

The proliferation of cyber hackers and online organised crime units - and their willingness to work with each other ? has prompted the authorities to fight back. Nation states are now thoroughly embroiled in cyber struggles on the battlefield and in the legislation houses. Regarding the raw attacks themselves, the situation is now so fraught that in June, MI5 chief Jonathan Evans gave his first public speech in two years to speak of the ?astonishing? level of attacks the organisation was dealing with. ?MI5 rarely comes out of shadows unless the agency believes it is a real crisis,? said Glenny, who added that this feeling of panic is widespread. ?I can?t emphasise enough the atmosphere shift in the past two years,? he said.

The severity of the situation and free-for-all climate has governments ?openly breaking taboos? and playing the cyber criminals at their own game. Glenny pointed to an advertisement posted online just six weeks ago by Bundeskriminalamt, the German equivalent of the FBI, which quite specifically asks for coders able to write Trojans for surveillance. The governments of nations like China and Russia are most frequently criticised for excessive use of Internet surveillance, but Glenny said this Western example represents a worldwide theme where espionage and data theft is a ?daily occurrence?. Being an investigative journalist, Glenny claims the evidence of such activity regularly lands in his email inbox as insiders pass on their findings.

If such examples are not enough, this year also brought us the discovery by the New York Times that the lethal Stuxnet campaign was the work of the US and Israeli governments, who launched sophisticated cyber attacks on foes in the Middle East and beyond. This, Glenny declared, provided ?confirmation of our entry into the world in which we know for certain that states are willing and able to deploy malware on behalf of their national security interests, but outside of any international regulatory framework.?

Iran, which bore the brunt of Stuxnet and also the recent Flame attack, consequently has the context to justify the idea of establishing its own intranet, which would give its rulers license to crank up surveillance, limit the distribution of content among its people, and shut off valuable links with the outside world. China and Russia have already limited online freedoms with what Glenny calls ?draconian measures?, and may also enact policies that will move the world dangerously close to being fragmented into giant, closed-off intranets, as Glenny fears.

To halt the opening of such a sad and potentially disastrous chapter for the Internet, some kind of broad harmony will need to be fostered through discussions in Dubai. The World Conference on International Telecommunications, as the ITU event is called, takes place from the 3-14 December and is the first of its kind. The last time international telecoms regulations (ITRs) were formally agreed was back in 1988, and nobody needs to be told how much the Internet has changed communications since then.

The implications of the current ITRs are very much part of the issue too. Control over the Internet lies predominantly with the US as it stands; hardly a neutral home for such power. The US Department of Commerce oversees most regulatory issues regarding the web and American officials have already stated they ?will not support any effort to broaden the scope of the ITRs?, and relinquish power to bodies like the UN. This dogmatic approach, combined with the probable hostility from the Iranian, Chinese and Russian delegations, leads Glenny to conclude, ?The meeting in Dubai is likely to be the first time since 1867 that the ITU fails to come to a consensual agreement? it seems at the moment, the prospect of a deal is very far away.?

The platform the Internet has given us to communicate, share and learn so freely is already being compromised ? partly due to the abuse of cyber criminals, partly due to the self-serving interests of nation states. For the sake of the world?s citizens and their right to utilise an incredible tool to its full potential, we need the relevant bodies to prove that Glenny's fears are unfounded, and reach a compromise. Don't hold your breath. ?

Officials in Washington said the United States is working closely with Yemeni authorities to determine who killed Qassim Aklan, who had worked for more than a decade as a Yemeni liaison on security issues to the US Embassy in the Yemeni capital.

But the targeted shooting bore the fingerprints of Al Qaeda?s affiliate in Yemen, Al Qaeda in the Arabian Peninsula (AQAP), which has stepped up a campaign of assassinations over recent months as the US has pursued government-sanctioned drone attacks on suspected AQAP targets.

?We are coordinating closely with the Yemeni authorities to investigate this?attack and to help bring those responsible to justice,? State Department spokeswoman Victoria Nuland said in a statement.

AQAP previously has attempted terrorist attacks targeting the US ? the foiled Christmas Day 2009 shoe bomber and October 2010 package bombs destined for a Chicago synagogue are two examples ? and its successful military operations in Yemen have prompted some officials and terrorism experts to consider it Al Qaeda?s most threatening regional ?franchise.?

The Sept. 11 deadly firebombing of the US Consulate in Benghazi, Libya, and the takeover of northern Mali in August by Islamist radicals have shifted some attention to Al Qaeda in the Maghreb, or AQIM. The North African wing of Al Qaeda is thought to have had some degree of influence or even involvement in both of those events.

But even as Al Qaeda in the Arabian Peninsula is seen as having suffered setbacks, American counterterrorism experts still generally consider AQAP to be the most active Al Qaeda affiliate. The Yemeni military took back a number of southern villages from AQAP militants earlier this year, and the US has continued to strike AQAP targets with the approval of President Abd-Rabbu Mansour Haddi.

Recent actions either claimed by AQAP or in which it is suspected of taking part have targeted Yemenis. Last month a senior Yemeni intelligence officer was killed in a drive-by shooting similar to the one that targeted Mr. Aklan, and over the past week at least six Yemeni soldiers have been kidnapped from their posts ? their headless bodies subsequently dumped back near the sites of the kidnappings.

US officials did not provide any details of Aklan?s work at the embassy, other than to say he was an embassy employee focused on security issues.

But the State Department?s Ms. Nuland denied earlier reports that Aklan had been involved in the investigation of violent demonstrations at the US Embassy in Sana last month. According to Reuters, Yemeni officials had said Aklan was looking into the embassy attack sparked by a video produced in the US that ridicules Islam.

Speaking to reporters Thursday, Nuland said it was not yet clear if Aklan was targeted because of his embassy employment.

SkinVision: Check for Signs of Skin Cancer With This App

In June last year, we reported on an interesting new service called Skin Scan, an iOS app designed with a single purpose in mind ? keeping track of the size and shape of your moles. You simply snap a picture, load it into the app and it will be analysed. Keep uploading more pictures of the same mole over time, and it promised to track the changes in size and shape to help you understand if there?s anything to be worried about.

Now, however, Skin Scan is no more?it?s rebranded as SkinVision, given its service a makeover, relaunched its iOS app and launched an Android app into the mix too.

The idea behind SkinVision is more or less the same as its previous incarnation ? it?s designed to detect early skin conditions through monitoring moles on your body and track your UV exposure on a daily basis. Designed in partnership with a team of dermatologists, the team behind the app hope to revolutionise the way we think about tracking skin health.

While we?re at it, we may as well go straight in and mention the ?c? word, as this formed a large part of the pitch ? we were told:

??melanoma is the deadliest form of skin cancer, causing more than 75% of all skin cancer deaths, and a major public health concern. When detected early, survival rates are as high as 95%. However, when detected in later stages, survival rates go down to 15%. Over the last thirty years, rates of malignant melanoma have risen faster than any of the other top ten cancers.?

Given this isn?t really my area of expertise, I shan?t question any part of that statement. But this does lead to an important point, as both the?Android and iOS versions cost $4.99, or the local equivalent. So, while they?re not free, they?re not exactly going to cost you the Earth. The cynic in me is whispering that there may be a bit of a fear factor here, which these apps could capitalize on.

However, it seems a lot of work has gone into SkinVision, and the team behind it has worked pretty intensively with medical professionals towards creating this app, so it is worth a look.

It seems there is a database containing more than 100,000 moles, with 4,000 of these reviewed and peer-reviewed by dermatologists. The algorithm in the SkinVision app was developed by a team of dermatologists, mathematicians and computer scientists.

So, the 4,000 moles serve to cross-reference the accuracy of SkinVision?s algorithm and is part of its ?ongoing algorithm improvements.? The company also provides tools to promote awareness and education around this topic, and they do encourage people to see a dermatologist.

SkinVision is being sold as ?part of your regular health checks?, so the onus is on the usernot to take the word of this app as gospel.

Through the app, an image of a mole is uploaded to its servers and analyzed in real-time. You snap a photo of the spot using the ?Analysis? button, and the app will give you an indication of the severity of the situation.

They key here is the archive feature, which stores and records a spot and tracks it over time. It tells you when you should analyze the mole again, and you can set a reminder to do so.

?We analyze growth on different parameters than size or diameter,? explains CEO Roel Van Summeren. ?The core technology consists of skin-pattern recognition using fractal analysis to calculate the fractal dimension of both a skin lesion and its surrounding skin tissue. By calculating the fractal dimension of both the skin and the lesion, the analysis algorithm detects any abnormal growth tendencies or dangerous behavior. The analysis algorithm provides a risk classification, telling the user whether the mole is suspicious or not, and encourages users to see a dermatologist, carefully monitor changes or simply stay alert. The app has supplementary tools too, such as location-based UV exposure and skin-type assessments which fit more in with the day-to-day aspects of maintaining healthy skin

In terms of compatibility, your camera is obviously key to this working correctly. The current iOS app has been developed for iPhone 4 and iPhone 4s. It does work on other iOS devices, but the analysis algorithm has not yet been optimized for the camera specifications other than these two models.

The Android version is available for all Samsung Galaxy models, HTC One X and HTC Desire, and is being optimised for other models too.

Behind the scenes

Following a funding round which saw PHS Capital join the initial investors, SkinVision changed its company name and moved its offices to Amsterdam. CERA ? Putting Ideas First

Last spring, City of Toronto councillor Ana Bail?o formed a special working group on Toronto Community Housing Corporation?s proposed sell-off of 619 single family homes. The report, Putting People First, was released in September and it contains some very good ideas. First off is the recommendation that TCHC sell only 55 of the 619 homes originally suggested (this is in addition to the sale of 56 homes that council has already approved). There?s a simple reason for this: a full sale of the proposed properties would bring in $220 million over five years; however, TCHC faces a $1 million operating shortfall every year. What happens once the money from the sell-off is gone? Bail?o?s report rightly argues against this short-term thinking.

The report offers some interesting long-range ideas. One is to convert up to 100 single-family into affordable home ownership. Over 50% of TCHC tenants have said they want to own the home they live in and this may be a good opportunity.

The report also suggests that TCHC renegotiate its mortgages, which currently include interest rates up to 13%.? In contrast, Infrastructure Ontario offers long-term loans for social housing providers at a rate of 3.84%. Over the long haul, that amounts to quite a savings.

Not all the suggestions in Putting People First will be workable, but the point is that the report offers plenty to think about. Which is more than we were offered before.

Free music, food and law enforcement demonstrations at Kenner ...

Kenner Police will help open up the New Orleans-area celebrations of National Night Out Against Crime Sunday with the department's 13th Annual Kick-Off Party. The free event, which includes demonstrations by local law enforcement agencies, live music and children's activities, will be held from 2 to 6 p.m. at Laketown in Kenner.

The event is a prelude to Tuesday's National Night Out Against Crime, or at least the local version of the neighborhood gatherings which encourage residents to turn on their porch lights and unite in crime prevention. Most of the country celebrated the event back on Aug. 7.

But New Orleans-area police departments, sheriff's offices and community groups delayed the gatherings until the fall for the first time last year because of complaints about sweltering temperatures in August. Departments followed suit again this year after seeing higher attendance numbers.

Kenner's National Night Out Against Crime Kick-Off Party will include booths with representatives from the Kenner Police Department, the New Orleans Police Department, the Jefferson Parish Sheriff's Office, the Gretna Police Department, U.S. Customs and Border Protection, the FBI and State Police.

The event will feature free food and live music throughout the day by New Orleans-based band Karma. Football fans will also catch a break with several large-screen televisions broadcasting the games. Other scheduled events include:

  • ?2:30 p.m.: U.S. Coast Guard helicopter demonstration
  • ?3:30 p.m.: Kenner Police and JPSO SWAT demonstration
  • 4 p.m.: Kenner Police K-9 demonstration.

The kick-off party will be held Sunday at Laketown on Williams Boulevard located at Lake Pontchartrain next to the Kenner boat launch and Treasure Chest Casino. Night Out Against Crime will be celebrated throughout the New Orleans area Tuesday.

Senate panel endorses P15B-P20B a year sin tax measure ...

The Senate ways and means committee on Wednesday said the sin tax measure it endorsed will raise P15 billion to P20 billion a year in additional revenues for government.
?
The Senate version is lower in revenue generation terms than sin tax bill approved last June by the House of Representatives, which is expected to raise P31.35 billion in the first year it takes effect.
?
"Our committee report predictably and responsibly could generate in the first year between P15 billion to P20 billion," said Sen. Ralph Recto, who chairs the ways and means committee.
?
The Aquino administration, particularly the Department of Finance, was eyeing to raise P60 billion more revenues from the sin tax measures.
?
Recto said he believes the Senate version could lower alcohol and cigarette consumption and yield fresh revenues to expand healthcare programs.
?
The Finance and Health Departments were pushing for higher taxes on alcohol beverages and cigarettes to raise more revenues and discourage new smokers ? especially among the youth.
?
However, Finance Secretary Cesar Purisima noted the Senate committee came up with something short of what government was hoping for.
?
"We thank Senator Recto for his efforts but they fall short of what we need," Purisima said.
?
Advocates of the measure and members of civil society hit Recto for what they deemed as a "watered-down" version of the sin tax bill, saying it will favor big tobacco firms rather than meet the concerns about ill effects of smoking on health.
?
?Show us that you are a senator of Filipinos and not a senator of tobacco companies,? said Dr. Maricar Limpin of the Framework Convention on Tobacco Control Alliance Philippines or FCAP.
?
?Once you pass a sin tax bill not favorable to the Filipino people, then by 2016, I am sure you will not be elected to the Senate again,? she added.

Former Health Secretary Esperanza Cabral said the Senate should pass a ?real? sin tax bill that truly addresses revenue generation and public health.

?We don?t want a token sin tax bill where legislators claim to have a sin tax bill but in actuality favors the industry rather than health,? Cabral said.
?
Dr. Tony Leachon, a Health Department consultant on non-communicable diseases, said Recto is ignoring ?? the sumptuary purpose of the sin tax policy as a health measure.?
?
A three-tier tax system, cigarettes would still be accessible to the youth and lead to more deaths due to non-communicable diseases, Leachon noted, saying the results of the Senate bill would be lower revenues for government and less revenues for the health sector.

Purisima was lobbying for the Finance Department-backed version designed to generate additional revenues of P60 billion in the first year of implementation.
?
The original Finance-backed measure would be the most beneficial in terms of revenues and health, according to the Finance chief.

The bill favored by the Finance Department allots 85 percent of revenues from sin taxes to government health program and 15 percent to help tobacco farmer whose livelihood would be affected by higher taxes on cigarettes. ? VS, GMA News

I find it so hard to describe what for example "love" is. In my opinion everyone experiences it different and you can not be sure sometimes even for yourself if you really are in love. What in my opinion is really important is a "warm" feeling. When i imagine someone who i think i really like or even love i have this warm feeling inside of me.i dont have butterlies in my stomach or something but just this warm feeling, that makes you grin when you think about "the one".

And for my next sentence however i would need to swear (but i wil not do it)... Love is a false friend. and your heart can be an idiot. Simple like that. You can feel very good in a relationship and *zap* here have another guy that is very interesting, kind, interested in you and also has to be very good looking and you also feel that kind of warm feeling for him.

Bariatric surgery not silver bullet for sleep apnoea, study finds

ScienceDaily (Oct. 7, 2012) ? Although bariatric surgery results in greater weight loss than conventional measures, new research shows this does not translate into significantly greater improvement in obstructive sleep apnoea (OSA).

Researchers from Monash University, the Alfred Hospital and Baker IDI Heart and Diabetes Institute conducted the first high-quality, randomised trial comparing the effect on OSA of surgical and medically-supervised weight loss in severely obese individuals.

The results, which show negligible statistical advantage of bariatric surgery in terms of treating OSA, are published in the Journal of the American Medical Association.

OSA is a condition affecting almost five per cent of the Australian population, in which a person stops breathing for periods of time during their normal sleep cycle. It is caused by obstruction to the upper airway by a floppiness or heaviness around the face and neck and in some patients, obesity is thought to be a cause of the condition.

Head of Obesity Research at Monash and Baker IDI, Associate Professor John Dixon, and Professor Matthew Naughton, a sleep specialist at Monash and Alfred Health, led the research.

Participants were recruited from sleep centres where they had been recently diagnosed with moderate to severe OSA and all had a Body Mass Index of between 35 and 55. Both groups -- surgical and conventional weight loss -- were followed up every four to six weeks for two years.

The participants who underwent laparoscopic adjustable gastric banding (LAGB) achieved an average two-year weight loss of approximately 20 per cent of their initial weight. The conventional group, who were provided with tailored dietary, exercise and behavioural programs, lost on average almost three per cent of their body weight over the two-year period.

Associate Professor Dixon said the dramatic differences in weight loss were not reflected in improvements in OSA, which was comprehensively monitored using polysomnography.

"Both groups experienced a reduction in OSA severity, but the difference between the surgical group and the conventional group was surprisingly small, given the weight loss disparity, and the majority still needed their CPAP machines during sleep" Associate Professor Dixon said.

|"Our research confirmed that weight loss is associated with reduction in OSA, but it's a complex relationship. The effects vary greatly between individuals. It seems that the largest improvement in OSA, is associated with mild to moderate, rather than extreme weight loss."

The researchers urged caution in advising patients on the benefits of weight loss for OSA reduction and that OSA therapies should be continued until the patient is properly assessed.

NKorea says South, US are within its missile range

SEOUL, South Korea (AP) ? North Korea on Tuesday warned that the U.S. mainland is within range of its missiles and said that Washington's recent agreement to let Seoul possess missiles capable of hitting all of the North shows the allies are plotting to invade the country.

South Korea announced Sunday that it reached a deal with Washington that would allow it to nearly triple the range of its missiles to better cope with North Korean missile and nuclear threats. On Tuesday, North Korea called the deal a "product of another conspiracy of the master and the stooge" to "ignite a war" against the North.

In a statement carried by the official Korean Central News Agency, an unidentified spokesman at the powerful National Defense Commission said the North will bolster its military preparedness.

"We do not hide ... the strategic rocket forces are keeping within the scope of strike not only the bases of the puppet forces and the U.S. imperialist aggression forces' bases in the inviolable land of Korea but also Japan, Guam and the U.S. mainland," the spokesman said.

South Korea's Defense Ministry said Tuesday it had no official comment on the North's statement, but Seoul and Washington have repeatedly said they have no intention of attacking North Korea.

North Korean long-range rockets are believed to have a range of up to about 6,700 kilometers (4,160 miles), putting parts of Alaska within reach, according to South Korea's Defense Ministry.

But the North's spotty record in test launches raises doubts about whether it is truly capable of an attack.

Pyongyang shocked Japan in 1998 when it sent a rocket over Japan's main island and into the Pacific. That also alarmed Washington because about 50,000 U.S. troops are deployed in Japan and their bases could be within the North's range. Tokyo and Washington have since intensified their ballistic missile defenses.

But the North's most recent rocket launch, in April, ended in humiliating failure shortly after liftoff. North Korea said it was trying to launch a satellite with that launch, but the U.S. and other countries said it was actually a test of long-range missile technology. The failure suggests that Pyongyang has yet to master the technology it needs to control multistage rockets ? a key capability if it is to threaten the United States with intercontinental ballistic missiles.

And although North Korea is believed to have a small nuclear arsenal, experts do not believe it has mastered the miniaturization technology required to mount a nuclear weapon on a long-range rocket.

It's unusual for the North to say its missiles are capable of striking the U.S., but Pyongyang has often threatened to attack South Korea and the U.S. in times of tension. It often does not follow through, but its deadly 2010 artillery strikes on a South Korean island came after it issued a threat to retaliate against South Korean military drills.

Koh Yu-hwan, a North Korean studies professor based in Seoul, said that in the latest case, the North had no choice but to respond to South Korea's extended missile range but is unlikely to launch a provocation, as it is waiting for the results of U.S. and South Korean presidential elections.

Under the new deal with the U.S., South Korea will be able to possess ballistic missiles with a range of up to 800 kilometers (500 miles). South Korea will continue to limit the payload to 500 kilograms for ballistic missiles with an 800-kilometer range, but it will be able to use heavier payloads for missiles with shorter ranges.

A previous 2001 accord with Washington had barred South Korea from deploying ballistic missiles with a range of more than 300 kilometers (186 miles) and a payload of more than 500 kilograms (1,100 pounds) because of concerns about a regional arms race.

The Korean Peninsula remains officially at war because the 1950-53 Korean War ended with an armistice, not a peace treaty. The U.S. stations about 28,500 troops in South Korea as deterrence against possible aggression from North Korea.

    TSX ends at two-week low after IMF warning

    TORONTO (Reuters) - Canada's main stock index marked its lowest close in almost two weeks on Tuesday, tracking a sell-off in world equity markets after the IMF said the global economic slowdown is worsening.

    All 10 of the index's sectors fell on a wave of negative signals, including the stark warning from the IMF as it cut its growth forecasts for the second time since April and warned U.S. and European policymakers that failure to fix their economic ills would prolong the slump.

    Commodity and financial shares were among the hardest hit. Barrick Gold sank 3.7 percent to C$39.60, Goldcorp Inc lost 3.9 percent to C$43.45 and Manulife Financial fell 3 percent to C$11.95.

    "I think the IMF (report) is what people are paying attention to. But it struck me as being a little bit late ... current economic news coming out of the U.S. has been a little bit better rather than worse," said Ian Nakamoto, director of research at MacDougall, MacDougall & MacTier.

    Other news from Europe also kept investors on edge as uncertainty about when Spain will apply for a bailout worried markets, as did concerns about Greece's debt load.

    The Toronto Stock Exchange's S&P/TSX composite index <.gsptse> ended down 145.42 points, or 1.17 percent, at 12,273.57. It was the weakest closing level since September 26.

    Looking ahead to Wednesday, investors are expected to take their cue from U.S. aluminum producer Alcoa Inc , which kicked off earnings season with a third-quarter loss after Tuesday's market close. <. readability="9">

    Analysts forecast third-quarter earnings of S&P 500 <.spx> companies will drop 2.3 percent from the year-ago quarter, according to Thomson Reuters data, which would be the first drop in U.S. quarterly earnings in three years.

    Euro zone mulls 20 billion euro separate budget: paper

    BERLIN (Reuters) - European diplomats discussing the possibility of a separate budget to improve monetary union in the euro zone are considering a sum of around 20 billion euros ($26 billion), according to the Financial Times Deutschland (FTD).

    There is still no clear definition of what a single, central budget would entail, but Germany strongly supports the idea as a way of coordinating transfers among member states, and France is also in favor, which in terms of euro zone decision-making means it has substantial momentum.

    In the early release of an article to be published on Monday, FTD said the sum under consideration amounted to about 0.2 percent of the common currency bloc's gross domestic product (GDP). It did not cite its sources.

    "The budget for the whole European Union currently totals around 130 billion euros a year, which is just over 1 percent of EU economic growth," the paper wrote. "A euro zone budget of around 20 billion euros would mean extra costs of around 0.2 percent of euro zone GDP."

    "Germany would be liable for just under 6 billion euros a year," the FTD added.

    The single budget proposal was first sketched out by Herman Van Rompuy, the president of the European Council, in a paper circulated in September to stimulate debate about how Europe's monetary union should be strengthened.

    In the paper, he said a "fully fledged fiscal union" among the 17 countries that share the euro could involve the creation of a single treasury office and "a central budget whose role and functions would need to be defined".

    Those suggestions have since been refined into guidelines that will form the basis of discussion among EU leaders at the summit on October 18-19. The idea will also be explored among euro zone finance ministers at a meeting in Luxembourg on Monday.
